help finding a noisy neighbor

i have a noisy neighbor in my apartment complex, the courtesy patrol can't figure what apartment it is, the cops can't figure it out, looking for somebody to wait outside and figure out the neighbor and apartment. The noise normally starts around 12am to 4am which is when they get home. Will pay $20 an hour from 12-4 for someone to watch the parking lot and wait and figure out the person(s) to what apartment they live in so i can successfully file a police complaint.
