Did you lose a black dashhound? NE Sandy blvd

24th near Sandy, Portland OR

Description

A person seemingly having a manic episode walked by Providore fine foods on Sandy Blvd holding a Black and Tan dashhound in her arms. She threw the empty pink carrier at me as she was quickly walking away, still carrying the dog. I have attached a picture of the carrier. The dog didn’t seem in distress exactly but it was a weird situation, this happened around 3:30pm on Friday 4/23. She was shorter maybe 5 ft, had brown hair, rainbow backpack maybe early 30s.
