ATHENA Consulting is an award-winning staffing firm serving state and local governments.                                                GENERAL STATEMENT OF JOB Code Compliance Inspector is the authorized agent of the municipality responsible for maintaining the City’s ordinances and codes. This highly technical position reports to the Building Official. This position initiates and maintains enforcement proceedings of the various municipal codes, reviews plans and participates in inspections for code compliance in the Building Division to ensure compliance with national, county and City codes. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Reviews all plans and specifications for compliance with national, county and City building codes, and other codes as appropriate. Approves or disapproves plans and specifications and prepares required documentation and recommendations. Interprets provisions of the building code. Schedules and participates in inspections of buildings for code compliance; investigates related complaints. Meets with homeowners/property owners, contractors, architects, engineers, etc., to resolve complaints and to answer questions pertaining to code compliance and procedures. Performs general administrative/office work as required, including but not limited to attending meetings, preparing reports and correspondence, copying and filing documents, answering the telephone, etc. Receives, reviews, prepares and/or submits various records and reports including occupational license applications, building plans, permit forms, permits, inspection reports, plan review documentation and recommendations, correspondence, etc. Interacts and communicates with the immediate supervisor, co-workers, subordinates, other City department personnel, property/home owners, developers, contractors, architects, engineers, County personnel, general public, etc. Operates a vehicle and a variety of equipment, including a computer, printer, calculator, telephone, engineer/architect's scale, etc. ADDITIONAL JOB FUNCTIONS Manages the division's automated inspection request system. Schedules and tracks occupational license inspections. Represents and prepares documents for building code related litigation. MINIMUM TRAINING AND EXPERIENCE Requires a vocational/technical diploma supplemented by six to nine years of experience in Building inspection, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid state driver's license. Must possess state licenses as building inspector in one of the following disciplines: Plumbing, Mechanical, Electrical, Structural/Building, and possess a current County inspector license. Plans Examiner license is preferred, but not required. Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, telephone, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work involves sitting, walking, standing, bending, balancing, climbing, reaching, etc., for periods of time. Must be able to lift and/or carry weights of up to thirty pounds. Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving direction and instruction from supervisor. Language Ability: Requires ability to read a variety of policies and procedures, computer manuals, codes, ordinances, regulations, laws, etc. Requires the ability to prepare reports, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence. Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information. Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions. Must be able to communicate effectively and efficiently with co-workers, development/construction professionals, property owners, residents and the general public. Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to use mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use practical applications of algebra, geometry. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information. Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles. Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have moderate levels of eye/hand/foot coordination. Color Discrimination: Requires the ability to differentiate colors and shades of color. Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree and to tension as a regular, consistent part of the job. Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). PERFORMANCE INDICATORS Knowledge of Job: Has thorough knowledge of the methods, procedures and policies of the Department as they pertain to the performance of duties of a State Licensed Inspector. Has considerable knowledge of the functions and interrelationships of City and other governmental agencies. Is knowledgeable in the laws, codes, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position, especially the South Florida Building Code. Has knowledge of building construction techniques, codes, methods and acceptable practices as required to perform thorough and accurate inspections and to determine code compliance. Has knowledge of codes and regulations related to issuing permits and related areas. Is knowledgeable of all necessary procedures and responsibilities involved in code enforcement, building inspections, etc. Is able to make sound, educated decisions. Has the ability to offer training and assistance to co-workers and employees of other departments as required. Has the ability to use independent judgment and discretion in supervising various programs including the handling of emergency situations, determining procedures, setting priorities, setting schedules, maintaining standards, and resolving problems. Has the ability to plan and develop daily, short- and long-term goals related to City purposes. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has good organizational, technical and human relations skills. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Has knowledge of proper English usage, punctuation, spelling and grammar. Has knowledge of modern office practices and technology; has skill in the use of computers for word and data processing. Has the mathematical ability to handle required calculations. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Knows how to react calmly and quickly in emergency situations. Has knowledge of the occupational hazards and safety precautions of the industry. Is able to perform duties in adverse environmental conditions, including but not limited to exposure to extreme heat or cold, wetness, humidity, machinery or structural hazards, etc. Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
