GENERAL STATEMENT OF JOB This entry level planning position reports to a Principal Planner in the Community and Economic Development Department. The Assistant Planner reviews plans for building permits; processes zoning permits; zoning certificates of use and signs; accepts and reviews development applications; provides zoning information; conducts preliminary meetings with applicants regarding City and Land Development Code criteria and procedures; maintains a database of projects and tracks fees using spreadsheet applications. Position Duties and Responsibilities SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Processes Development Review Committee (DRC) and Community Appearance Board (CAB) applications, performing such duties as conducting preliminary meetings with applicants regarding codes, criteria and procedures; accepting applications and fees; reviewing preliminary and revised plans; coordinating procedures with the DRC; coordinating compliance issues with the Code Compliance Division when necessary; composing and issuing documentation of approval; preparing Commission agenda items, reports, and presentations documentation; reviewing plans for building permits; performing field inspections during review process and prior to issuance of Certificates of Occupancy, etc. Assists in establishing and amending procedures; makes recommendations for policy modification, as appropriate. Maintains a database of projects; tracks fees using spreadsheet applications. Assists in the review of Land Development Code regulations; makes recommendations for modification, as appropriate. Assists in defining related standards and criteria. Monitors conditions of approval and other regulatory requirements. Conducts technical research studies and prepares statistical reports for use in decision-making. Assists with the preparation of studies, reports, maps and presentation materials. Receives and responds to inquiries, concerns and complaints from developers, architects, engineers, property owners, contractors, community groups and the general public concerning land development, comprehensive plan, zoning, and other issues. Receives, reviews, prepares and/or submits various records and reports including architectural drawings, photographs, applications, billing invoices, technical / staff reports, resolutions, ordinances, spreadsheets, receipts, purchase orders, drawings, graphics, presentation materials, memos, correspondence, etc. Operates a vehicle and a variety of equipment such as a computer, printer, plotter, scanner, calculator, blueprint copier, copier, microfiche, fax machine, telephone, drafting and graphic design instruments, architectural and engineering scales, audio-visual equipment, etc. Interacts and communicates with various groups and individuals such as the immediate supervisor, department head, co-workers, other City employees, architects, engineers, developers, consultants, contractors, community groups, business / property owners, realtors, appraisers, state and federal agencies, and the general public. Position Requirements/Qualifications MINIMUM TRAINING AND EXPERIENCE Requires a Bachelor's degree in urban and/or regional planning, architecture, landscape architecture, engineering or related field supplemented by one to three years of experience in municipal planning or architecture / construction, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess valid state driver's license. **It is the responsibility of the candidate to maintain their licenses and/or certifications as a job requirement.** **Emergency Management Responsibilities** Note: During emergency conditions, all City of Miramar employees are automatically considered emergency service workers.
