On Wallace Springs Rd and Washington Rd couple of homes have dogs tied up in front and back yards 24/7. Also more homes have this in surrounding neighborhood. I do not know the laws. Dogs look miserable and should not have this life. How is it different keeping a child chained? If you torture animals you torture humans. These homes need public assistance and education or shut down. Please save these animals!!
