scrape/paint a fire escape

I have a fire escape that needs to be roughly wire brushed/scraped to get the flakes off, then painted. I am looking for a clean, fresh look. Not 'new' look. There is a picture attached, and/or you can drive by to check it out. 102 NJ Ave in Point Pleasant Beach. There are tenants in the house, so no knocking on the door. You can contact me with a quote, but if by phone or text only between 7AM - 7PM. I am looking to do this anytime between now and May 17. 5 instructions are below. 1. You provide all materials / items needed. I will not be involved at all. 2. Black paint, I assume rustoleum type. Painted with brush, not sprayed. If sprayed, none on the house (its white). 3. You will need to leave area as clean as you found it. Tarp should be used. 4. You cannot stand on or use the fire escape. So a ladder, maybe scaffolding, should be used. 5. No access to the inside of the house.
