TRAVIS COUNTY, TX — As Travis County residents head to the polls for early voting and Election Day, there are several propositions on the ballot that will impact the community. Not every proposition will be on your ballot. Each proposition will be different based on where you live and how close these districts are to you. Here's a list of propositions in your area that will be on the ballot on May 1. EARLY VOTING GUIDE: Elections 2021: Your Early Voting Guide For Travis County Elections 2021: Your Early Voting Guide For Williamson County City of Austin Proposition A Shall the City Charter be amended to give the Austin Firefighters Association, Local 975 of the International Association of Fire Fighters, the authority to require the City to participate in binding arbitration of all issues in dispute with the Association if the City and the Association reach impasse in collective bargaining in negotiations. For Against Proposition B Shall an ordinance be adopted that would create a criminal offense and a penalty for sitting or lying down on a public sidewalk or sleeping outdoors in and near the Downtown area and the area around the University of Texas campus; create a criminal offense and penalty for solicitation, defined as requesting money or another thing of value, at specific hours and locations or for solicitation in a public area that is deemed aggressive in manner; create a criminal offense and penalty for camping in any public area not designated by the Parks and Recreation Department. ForAgainst Proposition C Shall the City Charter be amended to allow for a Director of Police Oversight to be appointed or removed in a manner established by City Council ordinance, with duties that include the responsibility to ensure transparency and accountability as it relates to policing. For Against Proposition D Shall the City Charter be amended to a transition the election for mayor from gubernatorial election years to presidential election years, providing that the mayor elected in 2022 will serve a 2-year term and mayoral elections will occur on the same date as presidential elections starting in 2024. For Against Proposition E Shall the City Charter be amended to provide for the use of ranked choice voting in city elections, if such voting is permitted by state law. ForAgainst Proposition F Shall the City Charter be amended to change the form of city government from "council-manager" to 'strong mayor-council,' which will eliminate the position of professional city manager and designate an elected mayor as the chief administrative and executive officer of the city with veto power over all legislation which includes the budget; and with sole authority to hire and fire most department heads and direct staff; and with no articulated or stated charter authority to require the mayor to implement Council decisions? ForAgainst City of Bee Cave Proposition A An amendment to the City Charter amending those provisions which are redundant of state law, duplicative of other sections of the home rule charter or otherwise unnecessary for placement in the City's Charter. ForAgainst Proposition B Amendment to the City's home rule charter by deletion or revision to require and ensure the home rule charter complies with state law. ForAgainst Proposition C An amendment to the City's home rule charter requiring City Council to hold enough City Council meetings to ensure the efficient conduct of necessary City business. For Against Proposition D An amendment to the City's home rule charter clarifying that City Council may request information and assistance from the City Secretary. For Against Proposition E An amendment to the City's home rule charter providing for the process of appointment, suspension and removal of the Municipal Judge. ForAgainst Proposition F An amendment to the City's home rule charter authorizing vacancies be filled by appointment until the next general election or requiring the vacancy be filled by special election if the vacancy is greater than 12 months. ForAgainst Proposition G An amendment to the City's home rule charter requiring the rule on abstentions to voting be applicable to all City appointed boards, commissions and bodies. ForAgainst Proposition H An amendment to the City's home rule charter clarifying that the Mayor is a member of the City Council. ForAgainst City of Lakeway Proposition A The reauthorization of a local sales and use tax in the City of Lakeway at the rate of one fourth of one percent to provide revenue for maintenance and repair of municipal streets. ForAgainstVillage of WebbervilleProposition A To legalize: "The legal sale of all alcoholic beverages including mixed drinks in Webberville, Texas." For Against Hays ISD Proposition A - Accommodating School District Growth The issuance of $147,959,876 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and equipment of school buildings in the district, the purchase of the necessary sites for school buildings and the purchase of new school buses and levying and imposition of taxes sufficient to pay the principal and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. ForAgainstProposition B - Renovating and Rehabilitating District Assets The issuance of $41,047,216 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and equipment of school buildings in the district and levying and imposition of taxes sufficient to pay the principal of and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. ForAgainstProposition C - Stadium Expansions The issuance of $12,784,128 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and equipment of athletic stadium facilities in the district and levying and imposition of taxes sufficient to pay the principal of and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. ForAgainstProposition D - Stadium Improvements The issuance of $4,268,873 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and equipment of baseball stadium facilities, softball stadium facilities and athletic stadium parking in the district and levying and imposition of taxes sufficient to pay the principal of and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. For AgainstProposition E - Administration The issuance of $29,820,598 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and equipment of central administration facilities in the district and levying and imposition of taxes sufficient to pay the principal of and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. ForAgainstProposition F - Technology The issuance of $2,578,000 school building bonds for the design, construction, acquisition, rehabilitation, renovation, expansion, improvement and upgrading of technology systems, infrastructure and equipment and levying and imposition of taxes sufficient to pay the principal of and interest on the bonds and the costs of any credit agreements. Required statement for all school district bond propositions pursuant to section 45.003, Texas Education Code: This is a property tax increase. ForAgainst Emergency Service Districts Travis County Emergency Services District No. 7 Proposition A Adding the areas within the City of Leander's extraterritorial jurisdiction ("ETJ") which are currently included in Travis County ESD No. 1 for fire protection, but which are not currently included in Travis County ESD No. 7 for Emergency Medical Services, which would include, but not be limited to, the Sandy Creek neighborhood which includes the Honeycomb Hollow and Palomino Ranch subdivisions. For Against Travis County Emergency Services District No. 17 Proposition A The creation of Travis County ESD No. 17 and adoption of a tax on the ad valorem property situated in said district at a rate not to exceed 10 cents on the $100 valuation for the support of the district. ForAgainst Municipal Utility District Travis County Municipal Utility District No. 26 Proposition A Confirming creation of Travis County Municipal Utility District No. 26. ForAgainst Proposition B An operation and maintenance tax for the district not to exceed $1 per $100 valuation of taxable property. ForAgainst Proposition C The issuance of $270,000,000 bonds for water, wastewater and drainage system facilities. Taxes sufficient to pay the principal of and interest of the bonds will be imposed. ForAgainst Proposition D The issuance of $10,000,000 bonds for park and recreational facilities. Taxes sufficient to pay the principal of and interest on the bonds will be imposed. ForAgainst Proposition E The issuance of $65,000,000 bonds for roads. Taxes sufficient to pay the principal of and interest on the bonds will be imposed. ForAgainst Proposition F The issuance of $420,000,000 bonds for refunding water, wastewater and drainage system facilities bonds issued pursuant to Section 59, Article XVI of the Texas Constitution. Taxes sufficient to pay the principal of and interest on the bonds will be imposed. ForAgainst Proposition G The issuance of $97,500,000 bonds for refunding road bonds issued pursuant to Section 52, Article III of the Texas Constitution. Taxes sufficient to pay the principal of and interest on the bonds will be imposed. ForAgainst Shady Hallow Municipal Utility District Proposition A Shall the Board of Directors of Shady Hollow Municipal Utility District be authorized to asses, levy and collect an annual operation and maintenance tax not to exceed 11 cents on each $100 valuation of all taxable property within said municipal utility district for operation and maintenance and other authorized purposed, provided that, if successful, this election will not impose an increased tax rate, and will only authorize the Shady Hallow Municipal Utility District Board of Directors to increase the tax rate after the requisite public notice and hearing, if the board determines it becomes necessary to provide for the ongoing maintenance and operation of the district.
