Diagnose Non-start - 2004 Chevrolet Monte Carlo

I have a 2004 Chevrolet Monte Carlo SS that will crank, but will not start. I had someone diagnose the problem as the Passlock system for the ignition. I have since received a new ignition switch and would like to have someone install it and program my key for it to work. Ideally I would like to find someone who is familiar with this era GM product that will be able to get me back and running ASAP. Thanks.
