Help with Conure

Ok, so I have a problem that is really concerning me. I have a sun conure that I've been attempting to work with. I have made zero progress in 2 months. He will literally chase my hand down to bite it. Not just little bites either. Like full on beak through skin, and my blood dripping from wounds. I've tried doing what some parrot owners say and ignore the biting. Obviously that can't be the case seeing as he will draw blood any chance he gets. I have slowly moved my chair closer to the cage after he calms down, and then I can hold my hand by the cage, but if it's close enough for him to think he can bite through the cage, he tries. When I have the cage open for him to have some freedom, if I'm walking anywhere near him, sometimes he will literally jump off whatever he is on in an attempt to bite me. I have to use a towel to pick him up off the floor to bring him back to his cage because again, he will only bite. I want him to accept me, and know that I only want the best for him and make sure he's happy, but I can't do that when I'm moments away from needing stitches... Please, someone give me some good advice. I've never had a bird this aggressive...
