So, since you've flagged my response multiple times, how exactly is a human being "illegal?" They are a person. An act they do can be considered legal or illegal. Since no human being can be "illegal" it's perfectly logical to say "non citizen" because that's PRECISELY WHAT THEY ARE. They are NOT a citizen.
