FOUND German shephard by N Foothills Spokane

We found this beautiful male German shephard near N foothills dr on the north side of Spokane. He didn’t respond to any commands or any noises in general. He wasn’t aggressive but he would growl if you got in his personal space. He had a blue and a red (shock) collar on. We spent three hours with him before finally getting an officer who was willing to take him. The SCRAPS officer who took him did not find a chip. If this is your dog reach out to “ ”.
