Special people?? More valuable?

Does anyone remember the courts ruling about the Florida Parkland Shooting with the kids being killed and the cop doing ZERO? I believe the courts said words to the effect that; "The government or Police have no duty or responsibility to protect or do anything for anyone except those that are in custody such as prisoners". I am then always baffled when the Police or Government is seen protecting certain people who I guess are special or more valuable people then say the kids murdered in a school. Strange rulings and actions.
