Small but hard job for handyman or painter

I had my house painted 2 years ago and the painter did not repair a board that runs straight across the top of my house below the attic window. He painted it but because he didn't replace the board, I got water in my bedroom and my roofer came over and caulked the board. But the long board needs to replaced and caulked and painted white. I can't find anyone to do it because I have a steep hill in front of my house. You would need someone to hold a tall ladder while someone worked on replacing the board.
