Learn how to conduct effective executive protection operations. Course Description This course is designed to meet the demand for providing trained executive protection personnel in the private and public sector. Course content and certifications are designed to address low to medium risk protective operations conducted while the client and family are in their residence, during travel and while attending public events, and while the client is conducting business in corporate and public spaces. Suggested Audience Security professionals currently conducting protective operations Residential security agents Licensed armed and unarmed security officers who provide facility protection Law enforcement officers assigned to protect municipal and state level officials Current students studying criminal justice, security management and homeland security Persons interested in entering the personal/close protection industry Church security ministry volunteers and staff assigned to provide close protection for faith leaders Course Modules Executive Protection Operations This module will provide participants with an overview of providing protection operations to include private and public sector protection, requirements and licensing, required equipment, organizational structure, protection objectives and protocol. Assassinations and Methods of Attack This module will provide participants with an understanding of adversaries who might attempt to conduct an attack against the client. Through the use of lecture, case studies, and tabletop exercises, participants will gain a comprehensive understanding of both the capabilities of the adversary, and the systematic planning that is required to conduct a successful attack. Conducting Advances and Site Security Surveys Conducting an effective advance is the key to success for any protective operation. This module will cover the work involved in the coordination of all security arrangements that should be made prior to the client’s arrival at each location being visited. Participants will be required to demonstrate their proficiency through actual site visits and practical exercises. Behavior Threat Detection Methods and Techniques This module will provide all participants with a comprehensive understanding of how to prevent attacks from occurring. Topics include providing concentric rings of protection; situational awareness for the protective agent; techniques of observation; the hostile planning process; conducting snap-shot threat assessments while providing protection at public events, during fence-line activities and in the workplace; the use of covert surveillance detection techniques; and immediate action procedures. Conflict Management for the Protective Agent This module provides participants with the immediate action procedures required to protect the client and themselves when deterrence is ineffective, and avoidance is not possible. Topics include the use of force for protective agents, use of force continuum, stance, movement, covering the principal, basic combatives and the use of intermediate weapons. Participants who successfully complete this module will be certified in the use and carry of Oleoresin Capsicum (OC), the expandable baton, and personal protection control and defense measures. This module exceeds the State of Tennessee’s Private Protective Licensing and Regulatory requirements for armed and unarmed security officers. Emergency Medical Response for Protective Agents This module will provide participants with the skills and certifications required to provide immediate care for the client and the client’s family. Course topics and certifications include Cardiopulmonary Resuscitation (CPR); use and deployment of the Automated External Defibrillator (AED); response to choking emergencies; the response and treatment to burns, allergic reactions and shock; and basic bleeding control techniques. Participants who successfully complete this module will receive a two-year certification in CPR (adults/children and infants), choking response, first aid and bleeding control. Vehicle Operations This module will provide participants with the basics of using vehicles in the protective environment. Topics include vehicle kits, preparing the vehicle for the principal, positioning/seating, the basics of route selection and motorcade operations, a discussion on ballistics, case studies: attacks while in transit, surveillance detection and defensive measures for protective agents. Protective Formations, Arrivals and Departures This module will cover the procedures used to protect the client during movement in open areas, while entering and exiting vehicles, and while moving in and around buildings. Course topics will include the use of formations, protective agent responsibilities, protective measures used while the asset is exposed to the public, threat identification procedures and screening, and medical evacuations. Protective Countermeasures This module will cover immediate action procedures and drills that teach protective agents to place themselves between the adversary and the client. This module requires all students to participate in simulated attacks using inert weapons, airsoft and safety equipment that will be provided by the instructor. Operational Planning This module will cover the procedures and techniques used to plan and coordinate the executive protection mission. Plans, checklists and site security surveys will be reviewed and issued to all participants. Final Exercise Participants will use the skills and knowledge gained during the course to plan and execute a protective operations mission. Students working in assigned teams will be required to receive a mission, conduct a threat assessment, conduct advances and site security surveys, and safely move a simulated client throughout an assigned area using vehicles, protective formations and other protective measures. Intermediate Weapons Certification: Expandable Baton and Oleoresin Capsicum Defensive Tactics Certification: Personal Protection Control and Defense (PPCD) Two- Year Citizen Rescuer Certification: CPR/AED/Choking, First Aid and Bleeding Control Workplace Violence Prevention Certification: Active Violence Emergency Response Training (AVERT) All intermediate weapons training exceeds state armed/unarmed guard training requirements Instructor Michael Mann, CPP®, PSP®, CDEP has 30+ years’ experience in physical security, law enforcement, executive protection and corporate security. Michael’s experience in close protection began during his service with the United States Marine Corps Fleet Antiterrorism Security Team (FAST), a dedicated security and antiterrorism unit of the Marine Corps. Michael also served on the mayor’s security detail while employed as a police officer with the Metro Nashville Police Department, and he served as an executive protection manager for a large risk management firm. Michael has been both a regional security manager and global physical security director, and he is certified in dignitary and executive protection. Michael has had the privilege of attending numerous executive protection training courses provided by R.L. Oatman and Associates, Inc.; the Executive Protection Institute (EPI); Executive Security International (ESI); Vehicle Dynamics Institute (VDI); and the U.S. Department of Homeland Security, Office of Firearms and Tactical Programs: Protective Security Operations Training Program (PSOTP). Michael has Master of Science (MS) Degree in Security Management; a Certificate in Terrorism Studies from the Centre for the Study of Terrorism and Political Violence, University of St. Andrews and he studied terrorism at Tel Aviv University, Tel Aviv, Israel. Michael is also a 32- year student, practitioner and teacher of modern pistolcraft and self- defense, and he serves as an adjunct staff member for a large university assigned to teach courses in criminal justice, homeland security and counterterrorism.
