Saw a small black dog running loose

Small black dog running down the sidewalk, wouldn't come to me when I tried to follow it. Looked like it could be a chihuahua mix and had a black collar. It was headed down Sacramento going in and out of the parking lot complexes there. Good luck buddy :(
