Leaky faucet

Leaky faucet. We are in need of someone who could cap off?? Replace?? This leaky thing. It is apparently connect to an inground sprinkler (we have only found 1) we don't use it, so we wouldn't miss it. (The one on the right) However it's leaking has run our water bill over $500. The city will reduce the bill if we have some sort of proof there was indeed a problem and that it has been repaired. They also said they would come out any time 24/7 to turn the water off at the main, so we are flexible on time Thank you
