Project: Our team will be supporting the City of Philadelphia in developing and executing a Recycling Quality Improvement Program. We will be performing field audits of the City’s curbside recycling bins for nearly 40,000 households in North Philadelphia including portions of the Oak Lane, East Oak Lane, Logan, Ogontz, Olney, Port Richmond, Harrowgate and Kensington neighborhoods. Position: The Recycling Monitor is a key position in the success of Philadelphia project. Six to seven 2-person teams of Recycling Monitors will be deployed to residential neighborhoods in North Philadelphia on trash and recycling days to walk from home to home while inspecting the contents of the 18-gallon, City-issued recycling bins that residents use to hold their recyclable paper and cardboard and their plastic, metal and glass bottles and cans. In particular, Recycling Monitors will grade how accurately each household has adhered to the recycling program requirements and will place informational stickers or tags on the bins based on the outcome of each inspection. MSW Consultants is recruiting multiple teams of Recycling Monitors. Those teams will generally work five days a week for 20 weekdays (four weeks). These are contract positions that carry a competitive wage rate and offer the opportunity to earn a significant bonus based on completion of the assignment with limited absenteeism. On a daily basis, Recycling Monitors will meet at our temporary office located at 3250 Amber Street, Unit 2F to obtain their assigned neighborhood; travel to the neighborhood in transportation to be assigned by MSW Consultants; spend 5 to 7 hours (from 6:00 a.m. to 11:00 a.m. or 12:00 PM) performing inspections in their assigned neighborhood; return to the assigned meeting place to turn in supplies and other project materials; and check out for the day. The successful candidate will be capable of and responsible for the following: Reporting to the assigned meeting place by the established time, estimated to be 5:45-6:15 a.m. depending on neighborhoods being inspected each day. Wearing appropriate attire, to be further discussed during training. Employee shall provide good walking shoes and pants/walking shorts (no low-hanging pants/shorts allowed). MSW Consultants will provide safety vest or high-vis uniform shirt and a high-vis sun hat, tool for recording data, drink cooler with ice, and apron/accessory for carrying supply of bin tags on foot, to be distributed each morning and returned at the end of each shift. Rain ponchos/umbrellas will be provided if necessary. Visually inspect recycling bins at approximately 100 households per hour for 7 hours per day by: Assess recyclables in relation to acceptance standards learned during training, Attach one of three tags provided, as determined based on information learned during training, Record findings efficiently on their smartphone (not provided by the company). Work as a team to complete the assigned areas for each day, being respectful of each individual and of the team leader. TRAINING MSW Consultants will provide two half-days of paid, formal training program for all recruits. Training will combine classroom review and field inspection practices. Training will encompass: The City of Philadelphia’s recycling program and set-out rules. Definitions of allowable recyclable materials; as well as unacceptable materials that residents often mistakenly try to recycle. Health and safety practices for working outdoors. Communication strategies for interacting with random residents who may be encountered during the inspections. Bin auditing procedures. Proper interpretation of maps for identifying the neighborhood blocks to be audited each day. Use of a free app that must be downloaded to your existing smartphone to record the outcome of each and every bin inspection, organized by specific street address. Other best practices to make the program efficient, accurate and successful. MINIMUM QUALIFICATIONS AND ABILITIES Own and be familiar with iPhones or Android phones for use in downloading and using a free app to find addresses and input the result of individual cart inspections. Capable of learning extensive details about the City of Philadelphia’s recycling program so that the Monitor can communicate these details to residents during the job. Friendly and capable of interacting with random Philadelphia residents who may be curious, or even potentially unsupportive of their recycling carts being inspected. Ability to walk several miles per day intermittently, five days per week. Able to read and speak English clearly; bi-lingual (Spanish) speakers are strongly encouraged to apply. Must have clarity of vision, three-dimensional vision, and good peripheral vision Attentive to health and safety practices, masking and social distancing, whether meeting in the morning and afternoon in a central location, or while working outdoors in residential neighborhoods, maintaining good hydration and avoiding risks associated with moving vehicles. Regular attendance is required; missed workdays must be arranged and approved in advance. We welcome applications from individuals with a valid driver’s licenses and own a car capable of transporting another team member to the designated survey area each workday and meet the minimum insurance requirements. If you are willing to carpool other staff, an additional premium is offered. All drivers will be reimbursed for their daily mileage at the federal reimbursement rate. COMPENSATION The anticipated hourly rate for this work is $15/hour. A $500 completion bonus will be provided to those who complete the four-week assignment with good performance and no absences. An additional hourly stipend is available if you have a passenger vehicle and are willing (and selected) to carpool one to three additional people to and from the assigned neighborhood each day.
