Remove Stop sign and front lever from bus

I am in the process of painting a bus. There are two pieces with electrical components that are giving me trouble. I need the stop sign removed while keeping electric intact. The screws are really rusted and I can't get them out. Also, the swinging lever in front needs a special tool to remove the nut holding the bolt and the electric wire. I have included pictures.
