Milwaukee house fire last Monday, relocated here

I'm not sure that this is the right place for it but I'm trying everything. Last Monday my dad was extremely drunk and set the house on fire. I believe that he did it intentionally to harm me although the police do not have proof. I managed to make it out along with my dad but the damage is pretty bad. The entire back wall of the house is gone and it will be unlivable for 3-6 months. Given the circumstances of the fire I don't feel safe going back there after the house is fixed. My dad has homeowners insurance and is not using it for a place to stay but he will not let me use it. Given that he set the fire trying to harm me I didn't really expect him to help me. I'm from Milwaukee (that's where the house caught fire), but I had to come out to Madison to have a safe and stable place to stay. I'm not able to return to the house to gather any of my things, the mitigation manager in charge of the construction said it will be at least three weeks before they are able to get any of my things to me. There's also a chance that my dad will not let me get them at all. I also lost my food stamps card in the fire and it will take 10 business days to get one in the mail. I am employed and work from home and I got paid last week. My dad had my debit card and refused to give it back so I had to order a new one and I'm waiting on that. I have very limited clothing and about $4 left. It's been 3 business days already so I need to make it through 7 more. I'm disabled so I only work part time and my paycheck is about $200. I had to take off work last week because I was couch surfing and didn't have wifi and a quiet place to work. I desparately need clothing, food, and hygiene products.
