Construct guardrail for porch steps

Description

The porch in the driveway of my mobile home needs a guardrail installed in order to comply with building code. There's no hurry, so I'd like someone to come over and build it at their convenience. It's likely to be inspected in the near future, but I'd at least like to have a plan in place. I'll move the car so there's plenty of space in the driveway for tools and materials, etc. The pictures show what needs to be done.
