According to Portland pd a bill of sale is not ownership proof for a vehicle. They claim a seller can take your money, give you a bill of sale then turn around and sell it again with no charges being filed against them including false statements to pd. Forced under threat of arrest to let a scumbag tow away a trailer i had legal ownership to. It seams the only thing they do anymore is ticket the honest people and help criminals.
