Hot tub “help”

Looking for someone with hot tub experience. My family has one that was used once... since has just sat. No water is in it as it has a top. I know nothing about it and my family members have since moved. Would like someone with knowledge to check it out maybe and tell me your thoughts about it and if it can even get working. 🤷‍♂️👀🤔 Thank you Ps... not spending lots of money and calling pool world to looking at it... please do not recommended any business.
