Removal a headstone and memento

Johnson Cemetery have been removing all flowers placed out there within the last 30 days! Flowers placed on graves, rocks, fences, lights, etc. Anything they don’t want out there, is being removed periodically as the sign say! It has new signs to warn ppl, to just basically look and go! Not sure who the actually owner is, (Name on the deed) for this property! I’m sure it’s not the person making the rules here! How can a sign be posted that makes no sense, of what it describes? And actions being taking without notifying the families or the public! Things where removed before the sign was posted! If the Johnson cemetery workers had any compassion for even the deceased, they could donate those (New) flowers to a local funeral home for a family could use, instead of throwing it in the dumpster as if they bought anything they feel they have the right to move! I guess because they don’t have to show proof who owns this property! To God be the glory!
