Vermont Breeder asking $50 just for an application???!!

A VT Breeder in NorthEast VT is charging $50 just to allow me to send them an application for a puppy. This is not a deposit on one for the future, it is a flat $50 fee just to submit my app to them. Seems a big ripoff. Is this normal for any legit breeder to charge a fee just to send an application for review to them? I think it is not! TY. Shame on this Vermont based breeder for trying this as it is a first for us in over 15 applications to well established and known breeders! Thank you for any input you can share!
