Electrician needed to find electrical error AND then install Ring Door

I have a problem where the electricity is not reaching my doorbell, so the doorbell is not working. I also want to install a new ring doorbell, so I am looking for someone who is an electrician who can do two things #1- Fix the issue that is causing the original doorbell to not receive electricity and #2- Once the electricity has been fixed, replace the old doorbell with a New Ring doorbell that I have... Hard coding the electrical to the ring doorbell (I do not want to use batteries and electricity is an option) We live in a condo on the 18th floor and the door frame is metal, see the pictures Please only respond if you feel 100% confident that you can fix the electrical issue..
