Apartment is vacant tenant just moved out moving new tenants in and want a a full inspection before hand such as Checking all outlets Checking electrical Checking thermostat Hot/cold water Checking for leaks Etc. If you are inspector/ Maintenance worker who can fix and of the problems it will be a + however not necessary.
