Found young male white dog with tortoise shell spots!

I found a scared dog this morning on top of a pair of women’s boots in the middle of the street. He was filthy and his collar was so tight it was almost embedded, rubbed off all the hair and left dents in his neck. If he’s your dog you’re going to have to convince me you’re going to take better care of him to get him back. He’s going to need some vet care. If anyone would like to help out let me know.
