Sanding Prep Ceiling for Painting

Homeowner here. Need help prepping ceiling about 700-800 sq feet. Tried it myself but result after applying primer did not go well (do not have proper sanding equipment). See attached image. Would like help with prepping only, but will consider priming and painting depending on quote. Brief message with contact and great if experience and better equipment). Can start anytime asap. -Please submit idea of cost to finish job (can of course take a look in person to confirm) and when possible to start. Also could use more help with other things like: -prepping other walls for painting -installing gutters -bathroom tiling -and more (trying to do some myself, but can begin to budget it out). Will reply to email end of the day everyday as quickly as possible.
