Licenced electrician- 6 ft cooktop wire ran

I have the wire and materials are you a licensed electrician? A new wire needs to be ran to the new cooktop location. Where the old cooktop was the wires have been cut or have no idea which one they are so rather do a brand new one and disable the old. I'll be sometime in making sure you understand the current electrical panel. And then there is a crawl space where the electric cord will go under the house and then up through the floor and will end up being a floor socket. I'll be updating photos shortly.
