Elderly lady needs to adopt out Chihuahua

Pepper needs a new loving home. He is àn older chihuahua that does very well around people but needs more walks and outdoor time. His owner is elderly and disabled and can't keep up with all of his needs. He has some anxiety and "squeaks". We were told he has an enlarged heart by the vet but he absolutely refuses all of the medicines. He loves naps in his fluffy bed and he has his own kennel. He's been wearing diapers in the house and comes with a new bag. I can answer other questions if there are any. We are trying to save him from going to the shelter but the owner has had several falls trying to care for him and it's just not a safe situation anymore.
