The Higher Education Services Corporation (HESC) is New York State's
student financial aid agency providing need-based grant and scholarship award money to NY college students. The budget for this agency is $827,200,000! The State university of New York is a separate budget line and has been allocated 8,732,941,000.
City University of New York is also a separate budget line and will receive $1,596,457,000 for the next budget year.According to the Open budget pages of New York, the STAR reimbursement program receives $586,503,000 and is a separate budget line in the 2020-2021 education budget while the Allotment For The NY Dept. of Education is $36,833,650 for the same budget year.
The parks system is expected to receive aid as follows: Dept of Environmental Conservation $1,553,486,000 Office of Parks, Recreation and Historic Preservation $340,148,000 Hudson River Park Trust $18,000,000 Adirondack Park Agency $5,773,000
The budget line titled legislature shows a budget line of $235,056,000 for the expenses of the Senate and Assembly as well as the NY Comptrollers' office. The state comptroller has extensive duties such as "paying the bills and payrolls; verifying all financial transactions of the State; reviewing the financial and management practices of State agencies; supervising the local governments; investing State funds, issuing bonds and notes; and administering the retirement program for State and most local government employees."
