Democrats currently use it as a political tool. Democrats get the majority of black and brown votes. WHY? Because democrats constantly tell minorities that Republicans will hurt them. Keep pounding those messages of fear and hate is a powerful motivator to vote for the politicians that they perceive to 'care' about them. What got Biden elected? Mostly FEAR MONGERING. Brainwashing. Biden talked about covid, a 'cold dark winter', 'you ain't black', "he'll put y'all back in chains" and other scary things. Fear is all they have. They sure as hell can't run on their record, or their policies. Unfortunately, brainwashing and fear seems to work on a lot of people
