Someone with Tap and Die Set and Circular Saw

Filmmaker looking to fix and modify some of my gear. This includes #1 - tapping and drilling (or just cleaning out) a 3/8-16 screw hole. #2 - cutting a steel bolt to shorten its length. Im guessing this will probably take 10 minutes tops. I’m located in East Williamsburg, but I can bring it by your shop. Here’s a 1-minute video showing exactly what I need to do I’ve been going by hardware stores and no one seems able to do this. I don’t know where else to turn. Send me an estimate!
