NORTH HEMPSTEAD, NY — North Hempstead officials have amended the town's code to prohibit the tethering of dogs outdoors in inclement weather. It will be prohibited to confine a dog outdoors for more than 30 minutes, under certain conditions such as when the temperature outside is below 35 degrees Fahrenheit, above 85 degrees Fahrenheit, or if the National Weather Service has issued a heat or wind chill advisory, according to the town's code. Tethering dogs outside for more than 30 minutes will also be prohibited based on factors like its breed, physical condition, or the climate as determined under New York State Agriculture and Markets law. The amendment was approved unanimously on March 18. Town Supervisor Judi Bosworth said "dogs are dependent on humans to protect and care for them." "Our goal is to ensure that dogs in the Town of North Hempstead are treated kindly and in a humane way, especially when outdoors," she added.
