What should I do?

So my D bag cousin bought a historic pick up truck. It had a lien on it by the original owner, the original owner got the lean release. I guess the guy who sold the truck to my cousin lost the original lien release but sold him the truck with title and photo copy (Red ink) of the lien release BUT the signature on it is legitimate and not copied. I guess my cousin couldn't figure out what to do so this S head sells me the truck for $300 more than what he bought it for and he disappears into thin air, now I'm having trouble getting the title changed and tags because I don't have the original lien release. Yeah I know, I should put my right hand across the left side of his face for ripping me off and leaving me with this mess of a situation!!!! But is there anything I can do to resolve this issue so I'm at least not out of a vehicle??? Thanks for the advice in advance.
