Kitty is not earning her keep - Need help with mice

Seeking someone who thinks like a mouse. experienced exterminator are welcome but ive hired 4 or 5 and no one has solved the issue. Mice get in the house every year in all seasons (not just fall). Once inside they often die and smell. ive hired 4 to 5 exterminators over 20 past years and none of them can find the access point. Ive baited inside and outside perimeter. The inside baits result in decomposing mice inside walls. The outside baits do help but are poisoning the other wildlife that snack on the dead mice. I seek someone who can locate entry points in foundation and seal these. i can supply the necessary S/S wool, copper, pyrethrin foams, etc. Home is 25 years old and I believe this can be solved. In general the home is reasonably well built. I suspect if we steel wool entire foundation - particularly walk out basement portion - we can block it up. All ideas welcome. If you can solve this dilemma i will also include the cat as bonus compensation. (just kidding)
