Qualified Interpreter Training - Special Education Terminology and Protocol Presenter: Courtney Stillman Effective January 22, 2021, the Illinois State Board of Education has adopted new regulations that require districts to provide “Qualified Interpreters” at IEP meetings to allow parents, whose native language is other than English, to meaningfully participate in the meeting. “Qualified Interpreters” must have certain training, including at least six hours of special education terminology and protocol. This training assists Districts to satisfy regulatory requirements until ISBE’s certification process is finalized. This comprehensive six hour training covers: · Criteria for Disabilities recognized by the Individuals with Disabilities Education Act · Requirements for eligibility for special education · Special Education acronyms, terminology, and concepts · Components of an Individualized Education Program (“IEP”) · Functional Behavior Analysis, Behavior Intervention Plans and Transition Plans · The purpose, procedure and documentation of domain meetings, eligibility meetings, initial and annual review IEP meetings, IEP amendments, reevaluations, manifestation determination reviews and meetings to discuss time out and physical restraint. · Required Notice and Consent forms · The purpose and procedure for resolution sessions and mediation in response to a Due Process Complaint Notice. · Tips for interpreting at IEP meetings Event Credit: 6 PD hours Refunds will be issued only to participants who contact SCISC five (5) business days before the start date of the program, or if the program is canceled. About the Presenter: Courtney N. Stillman, is a partner in the law firm of Hauser, Izzo, Petrarca, Gleason & Stillman, LLC where she concentrates her practice in the areas of student issues, special education and disability law. Before joining Hauser, Izzo, Petrarca, Gleason & Stillman, LLC, Ms. Stillman represented students with disabilities for 10 years. Ms. Stillman served as a member of her local board of education for 11 years and was president of that school board for six years. Before practicing school law, she practiced in the areas of corporate and tax law. Ms. Stillman earned a B.A. in political science from Manchester College in 1989, and graduated, from Indiana University School of Law in 1992. She is recognized as a “Leading Lawyer” in the area of school law and is licensed in Indiana and Illinois. She serves as a Section 504 hearing officer. Ms. Stillman regularly presents on topics of special education and student issues.
