Ritchie Highway near Cedar Hill Lane, Baltimore MD

I'm looking for anyone who witnessed an accident on Sunday March 28th around 6:30 PM between a Dark Green 2019 Hyundai Tuscan and a 2005 White Chevy Express Van. The van sideswiped the Tuscan and the driver of the van tried to take off and the driver of the Hyundai had to pull in front of him to stop him.
