Found small white dog in munhall

I'm hoping to find the owner of this small white dog. I found him extremely scared because he was supposedly thrown out of a car on 837 in munhall. He is neutered and has no fleas so I'm hoping he was maybe stolen due to him slightly resembling a pit bull puppy. Also if anyone is looking to adopt him that would be great
