Beta Fish ..HELP!

Hello! I am trying to figure out what’s going on with my little beta fish. Currently, he’s in a warm water 10 or 15 gallon aquarium. With a heater & a filter. I have no idea what I’m doing wrong. I honestly wouldn’t mind rehoming him to someone who’s a pro with aquariums. He lives with a snail and an algae eater. They’re all fine & acting normal. He, however, hasn’t eaten ( that I’ve noticed ) in like 2 weeks??? He just lays (weirdly) in his side at the bottom. He seems weak, but if I rustle the rocks around him, he will swim to the top and get air. Maybe he’s just old? I got him like 2-3 years ago at Wal Mart. He doesn’t have anything new in his tank. In fact, I even drained most of the water thinking he needed it to be shallow to swim to the top for food and air, but he is acting weird still. I don’t think it’s swim bladder because I didn’t feed him for a few days to try and make it go away, and he honestly did seem better when I did feed him, but it went back to how he was pretty quickly. Please let me know if you have any insight or if you think you could give him better care than I can? I don’t want to give him up, per say, but I know if it’s better for him/if he requires more intensive care to recover, I would in a heartbeat. Thank you!
