Metal work expert for re-size chair legs

We have 2 bar stools that we like to lower to the same height as the one shown on the pic. About 4 inches need to be properly cut down from the bottom without damaging the powder coated finish. Must be an expert!!! Do not call if you want to experiment. Call Joe
