Kennedy's solution is clearly, in some states, you've got to be 21 drive a car and now to own a gun, you've got to pass a test to get a license to carry a gun, you've got to have gun registration AND insurance, if you move to a new state, you have to do it all over in that state and you can't go out loaded. That solution JUST might work too!
