Need to repair precast concrete steps.

I have a set of precast concrete steps that have deteriorated from salt and ice melt. They need to be be fixed/repaired with a skim coat of concrete or with exterior tiles or pavers. Maybe bluestone could be used on them as they have sunk into the parking lot a bit (see pics) and so adding height to steps and landing would be ok. The railing is loose as well and would have to be secured better.
