Well, if we hadn't been in those countries illegally with our overt CIA missions to establish puppet governments, causing the people to rebel, faction off and start fighting, then perhaps they wouldn't have civil war ravaged countries to escape from. There are only two ways to take care of the multitudes of people left homeless. Let them rot and die off or take care of them.
