Backyard and grounds help

Hello out there. I have tried this before but I suppose I didn't have enough detail. So I will attempt to be as clear as my knowledge of what I need done allows. Firstly there isn't really a front lawn. I do have a little patch of greenery by the front door. The bulk of the work is the backyard. The backyard consists mostly of concrete. However the is a decent size hill/slope that needs maintenance. I would like the concrete grounds maintained of debris. Either by way of leafblowing, hosing down, or both. Ideally the first appt I'd like both. There is a patch of lawn on in the backyard. Right it appears to be weeds and bad grass. I'd really like to have that maintained somehow. Though I don't own a lawnmower. Along the fence of that lawn are a few little trees I'd eventually like to cultivate and have some flowers. But that's the long term goal. Right now I'd like to get the backyard and grounds (debris everywhere) maintained. As well as the patch of lawn and talk about what can be done with the slope. Eventually it will need irrigation as the sprinkler system doesn't work. Again this is a long term goal. Another long term goal would be to have some flowers along the little stairway and the bottom of the slope/hill. So a green thumb would also be preferred. This would also help as I'm open to suggestions about maintaince and anything I've missed here. Will send pictures upon consideration. Please leave experience and contact information.
