Male black and tan chihuahua

On my walk this morning (3/18) along Larry lane and manor road, I came across an approximately 8 year old black and tan neutered male chihuahua that does have two collars but no tags. One collar is pink and one is blue. He is between 10-15 pounds. Very good-natured, although understandably anxious. Fur around collar line is worn away but otherwise coat appears in good condition. Does anyone recognize whose dog this might be? Please reply to this post if you know who his family is.
