Air flow sensor/check engine

Have a check engine light that needs to come off to pass inspection. The computer code came up as the air flow sensor (regulates the air /fuel mix?) who I had look at it could not get to bolt underneath because of rust (so bolt needs to be cut) please have hand held computer code diagnostic, tools and be experienced as well as extremely affordable.
