build garden: better fencing, raised beds, soil

hi there, i'm looking for someone with experience who can build a garden in my yard. there is already a small one with limited (low) wire fence probably about 5x10 and i'd like it larger with a bunch of raised beds and higher fence at least, filled with the right soil for the season. could you tell me the following: 1. your experience and what you recommend doing specifically 2. when you could start 3. your desired rate ($/hr or for the job)
