Rehoming fees? Really?

Can anyone explain to me why a "rehoming" fee "assures pets go to a good home?" This is the stupidest thing I've ever heard of. All that means is that someone can "afford" to buy the pet - for whatever reason they so choose. I could certainly afford a rehoming fee for designer rats (for my pet snake)...or the right "guard" dog to tie-up in the backyard...or the more aggressive dog for the local fight ring.
