The so-called "Stimulus Package" is more of a "Bail-Out Package", for Democrat-run cities and states. Fiscally Responsible states ( RED states) that have small debts or even annual surpluses, are now being forced to PAY for Democrat states that have not managed their money very well. Pretty much all of the Democrat-run states, especially places like New York and California, are building up huge DEBTS. California alone is almost $1 TRILLION in Debt !!! Even though these states have the highest taxes in the nation, their Democrat governments still spend WAY TOO MUCH !! The FISCALLY RESPONSIBLE States (mostly CONSERVATIVE), do not have such huge DEBT and many of them even have budget surpluses. The covid relief package addresses this issue, by rewarding the fiscally-irresponsible states money, with money from the responsible states. The Conservative states are being forced to bail out the stupidity of the Leftists in the Democrat-controlled states. And it has absolutely nothing to do with a virus. This is just the price we are paying for the mental disorder known as 'liberalism'.
